Yes, Instances even in a stopped state continue to reserve dedicated system resources (IP aliases, RAM, SSD storage, CPU) and therefore incur charges until the instance is destroyed.
No refunds are available for unused days of using the public cloud pricing service. If you don’t want to be charged for a particular ACE service, you need to remove it from your account entirely.
